Draft2Digital recently sent out an email announcing that they offer "no-asset" pre-orders, which means you don't have to have a finalized manuscript or cover. Here's what they had to say about it:
The email doesn't go into detail, but it sounds similar to what Amazon is doing, with the 10-day minimum lead time.
I'm still not convinced that pre-orders would do me much good. The theory is that you get a nice bump of first-day release sales, but my New Releases email list does that for me just fine. I think pre-orders would be a great tool for authors who have a large following of readers impatiently waiting for their next book, but that's not me just yet. Until I'm in those lofty ranks, I think pre-orders are more trouble (and stress) than they're worth.

I've heard from several people that they are great for getting first day sales but actually decrease stickiness in the HNR lists.
I think I'll pass for now.

That's Amazon, though. Supposedly it's better at iTunes. But since I'm in Select til Thanksgiving, I'll not be testing the theory anytime soon.
